DLBC Effective Dates for Child Care Rules R381-70, R430-50 and R430-90

The Utah Division of Licensing and Background Checks child care rules, Rule R381-70 Out-of-School-Time Child Care Programs, Rule R430-50 Residential Certificate Child Care, and Rule R430-90 Licensed Family Child Care, which were filed in the Utah State Bulletin Vol. 2026, No. 8, will be made effective on June 5, 2026. These rules received no public comment and no amendments were made following the mandatory 30-day public comment period.

The rule changes include updates to immunization record language to comply with federal Child Care Development Fund (CCDF) requirements. Additionally, individual definitions are removed for terms already established in Rule R380-600 and citations are updated.

The updated rules will be linked on the DLBC website as soon as the Office of Administrative Rules updates the rule, usually within the week of being made effective.

Until then, you may refer to the tracked changes version in the bulletin for the original filing, on pages 31-68. As a reminder, in the tracked changes document, text marked for deletion is indicated by brackets with a line through them, while newly added text is underlined.
