The Utah Department of Health and Human Services will host a public fee hearing on October 8, 2026 at 2 p.m. to provide stakeholders an opportunity to review, comment on, and ask questions regarding proposed fee adjustments. During the session, the Division of Licensing and Background Checks (DLBC) will outline new fee proposals alongside modifications to existing fees. The following fee adjustments were introduced during the previous year’s hearing but were omitted from the final statutory fee schedule due to an oversight. To maintain regulatory compliance and transparency, these fees are being re-presented for formal review:
- Residential Treatment Initial License Fee: $1,030.00
- Public Safety Background Screening Fee (Rapback Subscription Fee): $45.00
Additionally, DLBC will introduce the following proposed new fees:
- Adoption Agency Consortium Membership Fee: $1,100.00
- Behavioral Health Receiving Centers Initial and Renewal Fee: $990.00
- Direct Access Clearance System (DACS) Covered Contractor Fee: $300.00
- This charge applies solely to health facility covered contractors operating a DACS account independently of a facility. Human services programs and contractors are exempt.
- Background Check Renewal Fee: $5.00
- Detailed On-Site Review Inspection Fee (in lieu of plan review mileage): $0.44 per mile
- Plan Review Additional Inspection Mileage Fee: $0.44 per mile
