The Department of Health and Human Services Division of Licensing and Background Checks (DLBC) protects the vulnerable populations of Utah. DLBC licenses foster care, child care, human services, and health facility programs using rules and requirements that have been created with community support. DLBC is comprised of the Office of Licensing (OL) and the Office of Background Processing (OBP).
