Child care providers,
We appreciate your continued efforts to ensure the highest standards of care for children in our state. In order to meet those standards, all regulated child care programs must adhere to the requirements outlined in R380-80 Provider Code of Conduct and Client Rights.
To comply with R380-80, all staff, both current and new, must review and sign an acknowledgment confirming their understanding of the rule. Additionally, the section of the rule detailing client rights for parents and children must be included in every client file and made easily accessible for review by the Division of Licensing and Background Checks (DLBC).
We understand that in keeping up with every rule, it’s easy for things to be missed, and we’ve found that d this rule requirement had not been consistently enforced in the past.
The full R380-80 rule, as well as updated enrollment paperwork templates and a training tracking sheet for documenting staff compliance, are available on the dlbc.utah.gov website under the “Child Care Rules” and “General Guidelines” sections.
The R380-80 rule will be formally incorporated into inspection checklists for both announced and unannounced visits beginning July 1, 2026.
